Fall prevention is the highest form of protection, removing the risk to the worker by creating a barrier including guardrails and skylight protectors. This ensures that operators with minimal training and competence can work safely at heights.
Fall arrest does not prevent a worker from falling, instead arresting the fall of the worker once it has already occurred. As such, this is the least favourable method of protection but is still useful if other means are not possible or practicable.
Fall restraint offers a type of PPE (personal protective equipment) and offers a system or products to restrict the movement of the operator to limit their access to the fall edge, effectively acting like a leash. Administrative controls do not physically prevent a worker from a fall at height. Administrative controls include enforcing a safety policy which trains workers and requires them to adhere to other fall protection measures, or prohibiting any un-restrained worker from approaching an edge, and placing a safety observer or warning line near a roof edge.
